TRIMDON PARISH COUNCIL

 

Minutes of the Ordinary Meeting of Trimdon Parish Council in Trimdon Community College, Elwick View, Trimdon Village on Tuesday 11 January 2022 at 7:00pm

 

Present Councillors John Burton (Chair), Ian Coulson, Paul Stephens, Bernadette Oliver, Leslie Oliver, Keith Thompson and Paul Trippett

 

Joseph Hobson (Clerk to the Council) was in attendance.

 

1/22     APOLOGIES FOR ABSENCE

 

Apologies for absence were received from Councillors Margaret Elliott, George Elliott, Dave Smith, and Denise Davison

 

Resolved that the apologies be approved.

 

2/22     DECLARATIONS OF INTEREST

 

No declarations of interest where received.

 

3/22     PUBLIC PARTICIPATION

 

There were no members of the public present.

 

4/22     REPORT FROM COUNTY COUNCILLOR Chris Varty

 

Councillor Varty was unable to attend the meeting due to illness. A written report from Councillor Varty was distributed at the meeting.

 

5/22     MINUTES OF THE ORDINARY MEETING HELD ON 14 DECEMBER 2021

 

The minutes of the Ordinary meeting held on 14 December 2021 had been circulated with the agenda

 

Resolved that the minutes of the Ordinary meeting held on 14 December 2021 be approved and signed by the Chairman.

 

6/22     UPDATE ON PROGRESS OF RESOLUTIONS OF THE ORDINARY MEETING HELD ON 9 NOVEMBER 2021

 

The Clerk reported that the signed Precept request had been sent to Durham County Council.

 

The Clerk confirmed that the interim internal auditors report is now published on the Council’s website.

 

The Clerk further reported that all the associated documentation had been submitted to the Area Action Partnership in respect of the grant application for Trimdon Grange Rec. A final decision is expected within eight weeks.

 

Resolved that the reports be noted.

 Resolved that no comment be made in respect of the two planning applications

 

8/22     FINANCIAL

 

  1. The Clerk submitted a report of expenditure approved by the Chairman under Section 4.1 of the Financial Regulations

 

Resolved that the payments be approved and signed by the Chairman.

 

  1. The Clerk submitted a schedule of payments made between 1 December 2021 and 31 December 2021

 

Resolved that the schedule of payments made between 1 December 2021 and 31 December 2021 be approved.

 

  1. The Clerk submitted a schedule of receipts received between 1 December 2021 and 31 December 2021

  1. The Clerk submitted the bank reconciliation statements (Current Bank Account) 1 December 2021 and 31 December 2021. This was cross referenced with the Current Account bank statements

 

Resolved that the bank reconciliation Statements (Current Bank Account) 1 December 2021 and 31 December 2021 be approved and that the Chairman sign the Current Account bank statements.

 

  1. The Clerk submitted the bank reconciliation statement (Instant Access Account) 31 December 2021. This was cross referenced with the Instant Access bank account statement

  1. The Clerk submitted a VAT report for Q3 1 October 2021 to 31 December 2021

 

Resolved that the VAT report for Q3 1 October 2021 to 31 December 2021 be approved.

 

9/22     CLERK’S REPORTS

 

  1. The Clerk gave a verbal report regarding the damage to fencing at the Trimdon Grange Cemetery caused by the severe storm in December. The Clerk reported that although the damage was severe the ground staff are hoping to undertake most of the repair work, but this will take up a significant amount of their time, and that other jobs will need to wait until this work is completed.

 

Resolved that the report be noted.

 

  1. The Clerk gave a verbal report that there had been two near misses in the car park relating to school children. The Clerk was in discussion with the headteachers of the two primary schools on site to look at what improvements can be made in respect of children’s safety.

 

Resolved that any requests for changes to the car park made by the schools should be made in writing for the Council to consider.

 

  1. The Clerk reported that he was considering submitting an application in respect of the NALC Local Council Award Scheme.

 

Resolved that the report be noted.

 

10/22   COUNCILLOR MATTERS

 

  1. A discussion took place regarding what community events the Council might support with regards to the Queen’s Platinum Jubilee celebrations in June 2022. The Clerk reported that £3,000 was available in the budget to support the celebrations.

 

Resolved that a working group be formed to formalise any arrangements for the Queen’s Jubilee celebrations.

 

  1. Councillor Coulson asked if the Council could look at giving some financial support to the Dovecot Public House’s fundraising efforts to purchase a defibrilllator.

 

Resolved that the Clerk would forward a grant application form to Councillor Coulson for completion by the Dovecot Public House.

 

11/22   DATE AND TIME OF NEXT MEETING

 

Resolved that the next meeting will be the Environment Committee to be held on Tuesday 8 February 2022 at 7.00pm.
