 TRIMDON PARISH COUNCIL

 

Minutes of the Ordinary Meeting of Trimdon Parish Council in Trimdon Community College, Elwick View, Trimdon Village on Tuesday 8 March 2022 at 7:00pm

 

Present Councillors John Burton (Chair), Ian Coulson, Paul Stephens, Bernadette Oliver, Leslie Oliver, Paul Trippet, Margaret Elliott, George Elliott, Dave Smith, Ian Quinn and Denise Davison

 

 

Joseph Hobson (Clerk to the Council) and County Councillor Christ Varty were also in attendance.

 

12/22   APOLOGIES FOR ABSENCE

 

Apologies for absence were received from Councillor Rob Gilbert

 

Resolved that the apologies be approved.

 

13/22   DECLARATIONS OF INTEREST

 

No declarations of interest where received.

 

14/22   PUBLIC PARTICIPATION

 

There were no members of the public present.

 

15/22   REPORT FROM COUNTY COUNCILLOR Chris Varty

 

A written report from Councillor Varty was distributed at the meeting.

 

16/22   MINUTES OF THE ORDINARY MEETING HELD ON 11 JANUARY 2022

 

The minutes of the Ordinary meeting held on 11 January 2022 had been circulated with the agenda

 

Resolved that the minutes of the Ordinary meeting held on 11 January 2022 be approved and signed by the Chairman.

 

17/22   UPDATE ON PROGRESS OF RESOLUTIONS OF THE ORDINARY MEETING HELD ON 11 JANUARY 2022

 

The Clerk reported that two items from the last meeting had been added to the agenda.

 

Resolved that the report be noted.

 

18/22   MINUTES OF THE ENVIRONMENT COMMITTEE MEETING HELD ON 8 FEBRUARY 2022

 

The minutes of the Environment Committee meeting held on 8 February 2022 had been circulated with the agenda

 

Resolved that the minutes of the Environment Committee meeting held on 8 February 2022 be approved and signed by the Chairman.

 Resolved that no comment be made in respect of the planning application

 

20/22   FINANCIAL

 

  1. The Clerk submitted a report of expenditure approved by the Chairman under Section 4.1 of the Financial Regulations

 

Resolved that the payments be approved and signed by the Chairman.

 

  1. The Clerk submitted a schedule of payments made between 1 January 2022 and 28 February 2022

 

Resolved that the schedule of payments made between 1 January 2022 and 28 February 2022 be approved.

 

  1. The Clerk submitted a schedule of receipts received between 1 January 2022 and 28 February 2022

be approved.

 

  1. The Clerk submitted the bank reconciliation statements (Current Bank Account) 1 January 2022 and 28 February 2022. This was cross referenced with the Current Account bank statements

 

Resolved that the bank reconciliation Statements (Current Bank Account) 1 January 2022 and 28 February 2022 be approved and that the Chairman sign the Current Account bank statements.

 

  1. The Clerk submitted the bank reconciliation statement (Instant Access Account) 1 January 2022 and 28 February 2022. This was cross referenced with the Instant Access bank account statement

  1. The Clerk submitted a budget monitoring update for the period 1 April 2021 to 28 February 2022

 

Resolved that the budget monitoring update for the period 1 April 2021 to 28 February 2022 be approved.

 

21/22   CLERK’S REPORTS

 

  1. A report on the Annual Review of Cemetery Fees had been circulated with the agenda. Councillors considered that no charges should be made in respect of cemetery fees for children under the age of 16 from outside of the parish. Councillors also considered that the grave digging fees for persons outside the parish should be doubled. It was further considered that where a person died from outside the Parish, but had lived within the Parish in the last 12 months, fees should be applied as if they were a resident.

 

Resolved that the report be noted and new Cemetery Fees be implemented from 1 April 2022.

 

  1. A water rates bill in respect of Trimdon Village Allotment site had been circulated with the agenda. The Clerk reported that the water had been turned off and that he was taking action to identify why the bill was so excessively high. So far, the action taken had seen a reduction of half this amount, however, this was still considerably higher and required further investigation.

 

Resolved that the report be noted.

 

  1. Financial information relating to the money set aside in the budget for the Queen’s Platinum Jubilee celebrations in June had been circulated with the minutes. Members considered that a meeting of interested Councillors and local community organisations be arranged to consider options.

 

Resolved that the Clerk schedule a meeting to discuss plans and arrangements for events over the Queen’s Platinum Jubilee bank holiday weekend.

 

  1. A quotation for grass cutting for 2022/2023 from Mr Walker had been circulated with the agenda.

 

Resolved that the contract be awarded to Mr Walker for Grass cutting in 2022/2023

 

  1. A grant request to support the purchase of a defibrillator for Trimdon Grange had been circulated with the agenda. Councillors considered that they could not give out a grant to an individual. They also considered that each village should have a defibrillator and external public access cabinet and, the remaining grants budget for 2021/2022 should be allocated for this purpose. The financial contribution made by the individual named in the grant application should be paid to the Parish Council which would meet all remaining costs.

 

Resolved that the Clerk should purchase a defibrillator and cabinet for each village and arrange for their installation.

 

22/22   DATE AND TIME OF NEXT MEETING

 

Resolved that the next meeting will be the Ordinary Meeting of the Council to be held on Tuesday 12 April 2022 at 7.00pm.
